Joyce Hakmeh

Joyce Hakmeh is a senior expert in international cyber and technology policy with nearly two decades of experience at the intersection of cybersecurity, emerging technologies, digital governance, and international security.

She is a Senior Associate in Cyber and Technology at OXIL, an Associate Fellow at Chatham House, and the Founding Director of Cyber Arc, a cyber and technology policy practice working at the intersection of technology, policy, and security. Joyce was previously a Senior Researcher at Chatham House and, from 2022 to 2025, served as Deputy Director of its International Security Programme, where she provided senior leadership across the programme and led its engagement on cyber and technology, including in UN cyber processes such as the Open-Ended Working Group on ICT Security and negotiations on the UN Cybercrime Convention.

Joyce has extensive experience convening dialogues across different stakeholder communities. She convened and chaired the UK-China Cyber & Technology Track 1.5 Dialogue and has worked extensively to bring policy, technical, academic, and private-sector expertise into international cyber governance processes.

Joyce was also Co-Editor and Commissioning Editor of the Journal of Cyber Policy for more than eight years and has published extensively on international cyber policy, technology governance, geopolitics, and security. Earlier in her career, she worked in international development and humanitarian policy, including with UNDP and the IFRC. Joyce is British-Lebanese and holds a master’s degree in international law from SOAS, University of London.
